ADVANCEMENT addendum 4/2/00
In order to provide the most up-to-date and accurate tracking and records for all advancement, the Troop has created the position of Advancement Committee with a chairman and 3-4 members. The function of this committee is to track, review and record all advancement for the Troop. The committee will then notify the Scoutmaster of all completed requirements. The committee will also assist the Scoutmaster in tracking scouts that have advanced as well as scouts that need advancement.
Regular rank advancement (Scout through 1st Class) will be reviewed and updated on a minimum 6-month basis. The committee will provide an accurate document listing all the completed requirements as well as all needed requirements for each scouts next rank. At each weekly meeting the committee will provide the opportunity for each scout to request an up-to-date list of their advancement towards their rank. If in turn, a scout has a series of requirements completed toward the next rank they will have the opportunity to update their records on a weekly basis in the same manner. Upon completing requirements, each scout will be required to present proof of completion. (i.e.: Scout manual with each requirement initialed by the leader with date of completion.)
Rank advancement towards Star, Life, Eagle and Palms will also be available on a weekly basis. Because these requirements are heavily weighted towards merit badges; a list of badges earned for the next rank, as well as badges needed, will be available on a weekly basis.
Merit badge requirements are very clear. The Troop will require no more and no less than the requirements set forth in the merit badge handbooks. Merit badge cards are to be signed by officially district registered merit badge counselors only. Scouts are encouraged to seek counselors outside the Troop as well.
A list of merit badge counselors is always available for any scout wishing to work on merit badges outside the Troop.
Merit badges are generally earned in one of three ways:
· Those offered by the Troop as a Troop function.
·
Those offered by the Scout
· Those offered by registered individual merit badge counselors from Troop 92 or other Troops
For merit badges offered by the Troop, the merit badge counselor will track each requirement met by each scout and the scout needs only to turn in the Blue Card to the Advancement Committee.
For merit badges earned by the scout at camp, the council certifies that all the requirements have been meet and only the Blue Card needs to be turned in to the Advancement Committee.
For merit badges offered by individual merit badge counselors, both the signed Blue Card and evidence that the requirements for the badge have been met should be turned in to the Advancement Committee. For requirements, which have written requirements, a copy of the written material should be submitted with the Blue Card. Documentation should also be provided as to HOW and WHEN the other requirements were met.
